As Principal of Abandoned Property Services LLC, he provides technical support based upon his twenty-nine years experience in the field. He adds the depth of knowledge in all aspects of abandoned property issues and has a wide range of experience in various industries. He consults with his staff and those of the clients on issues that are uncovered during the engagements.
Prior to joining Abandoned Property Services LLC as Principal, Robert was a Senior Manager of Unclaimed Property Services for the Eastern Region with Deloitte & Touche LLP. In addition to the role, Robert provided technical assistance and reviewed project workpapers and deliverables for twenty staff members across the country, and led two of the firm’s formal extensive one-week training sessions. Prior to joining Deloitte & Touche, he was Director of Audits for the Comptroller of the State of New York for over twenty years and headed the unclaimed property program where he supervised a staff of twenty eight professionals in the performance of audits of major financial institutions, insurance companies, stock brokers, retailers, mutual funds, trust companies, transfer agents, manufacturers, importers, service companies, and Fortune 500 companies. He created detailed audit guides, audit programs and procedures and conducted in–house staff training for all of the New York Comptroller’s audit staff. He developed and implemented New York’s voluntary compliance program for unclaimed property. Robert has a proven track record of accomplishments in mutually beneficial agreements between the government and the holders, and has been involved with over 1,000 audits, with the majority in the financial services industry. He was instrumental in providing litigation support to the Attorney General of the State of New York in the U.S. Supreme Court case of Delaware vs. New York that resulted in additional federal common law regarding the rules of jurisdiction for unclaimed property. Robert has frequently spoken at meetings of the National Association of Unclaimed Property Administrators, auditor’s seminars and professional association conferences. |

Carla serves as Director of Advisory Services where she has the opportunity and ability to provide unclaimed property holder advocacy and advisory services to the financial, broker/dealer, insurance, retail/manufacturer/distributor, service, and healthcare industries. Prior to joining APS, Carla was the Metro New York Area Director of Unclaimed Funds Advisory Services for Ernst & Young LLP. And, prior to her tenure with Ernst & Young, Carla served as the Tri-State Area Leader for Deloitte & Touche LLP.
Her extensive unclaimed property holder advocacy experience includes identification and quantification of a company’s unclaimed property exposure, mitigation and coordination of evidence to support the appropriate escheat treatment of the unclaimed liability, voluntary disclosure representation and negotiate with all states’ administrators and agents, audit defense and management (including third party agent audit defense), development, enhancement and implementation of unclaimed property reporting policies and procedures, compliance process automation, training sessions, and annual reporting compliance.

Michael joined APS as a Manager in 2004. Michael has provided and participated in numerous unclaimed property holder advisory service engagements with APS and previously with Ernst & Young LLP. He has served clients in a wide range of industries in both the Metro New York and the Mid-Atlantic areas, in various aspects of unclaimed property including: review of company’s financial information to identify and quantify unclaimed property liability, mitigation and statistical sampling development, voluntary disclosure negotiations and representations, audit defense and management, compliance, and assistance with the development and implementation of unclaimed property policies and procedures. Prior to joining Ernst & Young, he worked with Howard Schultz & Associates International, conducting Accounts Payable recovery audits for national and international clients.

| Thomas Ross, Data Analyst and Compliance Coordinator | ||||

Tom joined APS as our Data Analyst & Compliance Coordinator. As Data Analyst, Tom performs statistical analyses of company financial records in support of client voluntary compliance and audit projects.
As Compliance Coordinator, Tom is the client relationship manager for all annual compliance issues, ensuring timely and accurate state filings on behalf of client companies. He also works with our APS Research Analyst and state liaisons to ensure that current and accurate state statutory and legislative information is applied to our NAPS Processing/Reporting system. Prior to joining APS, Tom worked as a financial analyst on IT infrastructure projects and in Six Sigma-based inventory and demand management analysis with J.P. Morgan Chase in their IT Finance Controller’s Group.

Dan, the leader for the Southeast Region, has extensive unclaimed property experience and expertise serving clients in various industries. Prior to joining APS, he served as the Southeast Area Director for Ernst & Young providing unclaimed property advisory services as well as working several years with Merrill Lynch & Co. and Georgia-Pacific Corporation in various corporate accounting and consulting capacities.
Dan provides unclaimed property technical expertise and advisory services that include annual compliance, process improvement, identification and quantification of unclaimed property liabilities, voluntary disclosure representation and reporting to all U.S. jurisdictions, third-party and state audit defense, and development and implementation of policies and procedures. Dan has provided unclaimed property advocacy and advisory services for many Fortune 500 companies in various industries including financial, broker/dealer, healthcare, insurance, manufacturing, retail and services. In addition, he has extensive experience and expertise for unclaimed property technical matters related to mergers and acquisitions including due diligence and disclosure requirements.

| Karen Henry, Manager | ||||

Karen joined APS as a Manager, after providing unclaimed property audit services for the State of Florida. She was responsible for planning and completing compliance audits of financial service, publishing, and utility companies domiciled in the State of Florida. Prior to joining APS, Karen worked at Deloitte & Touche, LLP for over four years, as a Senior Auditor where she was responsible for assessing and quantifying unclaimed property liability for clients; evaluating internal controls; determining company’s levels of compliance with various federal and state regulations, and providing recommendations to minimize risk. Karen has previously worked in the Financial Service industry for more than 10 years in diverse positions. Karen recently obtained the Fraud Examiner Certification.

Jennifer Fine,

Jennifer has been providing unclaimed property advisory services for almost six years. Prior to joining APS in April 2008, Jennifer worked in Ernst & Young’s Chicago office as an unclaimed property subject matter specialist. Although she was based in Chicago, she provided services for several large Fortune 500 companies located around the country in various industries, including insurance, banking, telecommunications, manufacturing, retail, healthcare and aerospace. During her tenure at Ernst & Young, Jennifer provided an array of unclaimed property services, including third-party and state audit defense, voluntary disclosures to all U.S. jurisdictions, gift certificate planning, policies and procedures and annual compliance. Jennifer also spent some time working in Ernst & Young’s Tax-Exempt Organizations Tax Consulting practice, providing advisory services to many large tax-exempt clients, including healthcare organizations, private foundations and universities.
Jennifer has a Bachelor of Business Administration (B.B.A) from The University of Michigan and a Juris Doctor (J.D.) from Chicago-Kent College of Law. She has been a licensed attorney in the State of Illinois since 1999. She is also a member of the Chicago Bar Association.

Marcella Easley,

Marcella is APS’ research analyst responsible for holder research, data analysis and State liaison. Marcella assists clients with technical data issues, and creates holder policy and procedure manuals. Marcella is retired from The Oregon Division of State Lands after 14 years as administrator of Oregon’s Unclaimed Property Program, Estate Administration, and Civil Forfeiture Units. During this time, she drafted major legislation and administrative rules, and implemented procedures to simplify and streamline the unclaimed property report/remittance for the State of Oregon. She is the former President of the National Association of Unclaimed Property Administrators (NAUPA) . She also served as Western Regional Vice President and chaired or served on many committees, including Holder Liaison, Federal relations, and Reciprocity. As NAUPA President, Marcella implemented holder-training seminars throughout the nation, which increased the awareness of the unclaimed property statutes. She designed and assisted in the creation of the holder reference handbook containing unclaimed property procedures and requirements for all States; and was an active participant in Congressional hearings that resulted in favorable rulings for persons with unclaimed deposits in failed financial institutions. She assisted with coordination, development and implementation of national property type codes to be used by holders when remitting unclaimed property electronically.
